With the great trend of the Primordial World settled, Pingxin returned to the Netherworld, now home to reincarnation. The first thing she did was go to the Underworld and meet the Netherworld Great Emperor, Fengdu.
"Fengdu pays his respects to Empress Pingxin."
Fengdu governed the Underworld. Though he was the Netherworld Great Emperor, he was also subordinate to the Lord of the Earthly Dao. What was more, Pingxin held Saintly Status, so he naturally greeted her with respect.
"Fellow Daoist Fengdu, there's no need for formalities."
Pingxin showed Fengdu considerable respect. For one thing, he was a clone of the Yin-Yang Dao Venerable, East King Duke, and had a distinguished status. For another, Fengdu's combat strength was extraordinary, second only to a Saint, and he was the Netherworld's enforcer. Though the two were nominally in a superior-subordinate relationship, they could strictly speaking be said to govern the Netherworld together, so she addressed him as an equal.
Pingxin continued, "You must know the great trend of the Primordial World. After the Witch-Demon War, both races withdrew from the world. Is there anywhere in the Underworld where the Witches can settle?"
As she spoke, Pingxin released the surviving members of the Witch Clan. There weren't many, but there were still tens of thousands.
The Great Emperor Fengdu pondered for a moment. "The Underworld can't accommodate the entire Witch Clan for now, but it can house more than half. Those willing to join the Netherworld can serve as ghost officials in my Underworld."
Pingxin nodded in satisfaction. She left behind the Witches willing to enter the Netherworld and had Fengdu make arrangements for them. She let the rest settle outside the Place of Reincarnation, instructing them not to involve themselves in the affairs of the Primordial World again before leaving them to multiply
