He knew some of them had been wrongly accused—or, at least, their crimes hadn't warranted the death penalty—but he couldn't investigate and pass judgment on each case right now.
Amado came up beside Shinji, holding a report. "So far, we've imprisoned 778 criminals, and another 221 are on their way!"
Shinji took the report and glanced over it.
There were 999 prisoners in total, including those already locked up and those still being brought in. Not even a thousand. Even if more criminals trickled in later, there probably wouldn't be many.
After all, whether they were wanted criminals or bandits, they were still people. Seeing so many of their comrades suddenly disappear would surely make them go into hiding.
"Not enough?" Shinji asked.
Amado nodded gravely. "Not enough!"
"Notify the Daimyo of every country and the leaders of every village. Have them send over all the death-row inmates in their custody!"
Amado nodded. "Understood. I'll arrange it right away!"
Shinji continued, "If that's still not enough, recruit volunteers through every channel available!"
Amado hesitated. "Should we tell them the truth?"
Since the cells came from Otsutsuki Shibai, the death rate for the transplant experiments would be extremely high. Amado worried that if the volunteers were told the truth, they would be too afraid to participate.
Shinji nodded. "Of course. I want volunteers!"
Aside from basic ethics, volunteers tended to be more proactive than ordinary people and were better at overcoming fear, so the experiments would have better results!
