Now that he had figured out how to use one Divine Tree to contact another, luring an Otsutsuki or two over wouldn't be difficult.
In fact, in the original timeline, Otsutsuki Urashiki, Otsutsuki Momoshiki, Otsutsuki Kinshiki, and the others had all arrived in the Shinobi World uninvited about ten years later. That meant the planet they were currently on couldn't be far from the Shinobi World.
So Shinji's problem wasn't whether he could lure the Otsutsuki to the Shinobi World, but how to bring them there as soon as possible. He could afford to wait, but the Shinobi World couldn't. If they waited another ten years, it would be far too late.
