Always relying on capturing Otsutsuki to use as sacrifices wasn't a sustainable plan. Besides, the Otsutsuki Clan wasn't exactly a pushover. It had ruthless figures like Otsutsuki Shibai, who had mastered "shinjutsu." If an Otsutsuki like him really came after them, the roles of hunter and prey might be reversed.
After hearing Shinji's request, Amado, who had some understanding of Shinji's aims, fell into thought.
Ever since Shinji had asked him how to contact the Otsutsuki Clan in outer space, he'd known the Otsutsuki must serve some unknown purpose for Shinji. So when Momoshiki, Urashiki, and Kinshiki descended upon the Shinobi World, Amado had been the least surprised.
But knowing that was one thing. In his view, artificially creating an Otsutsuki was still something of a pipe dream.
Of course, he didn't know that Shinji had already created an Otsutsuki: Obito Uchiha.
Creating an Otsutsuki in the Shinobi World wasn't as difficult as it seemed at first. The Uchiha, Senju, Uzumaki, and Hyuga clans were all noble shinobi clans with Otsutsuki blood in their lineages. It had simply grown diluted over a thousand years of reproduction.
So all they had to do was trace that lineage and have shinobi from these clans gradually collect the genetic traits scattered throughout the other noble clans. That would bring about a biological reversion to their ancestral form!
After some discussion, Shinji and Amado reached an understanding.
The noble clans in the Shinobi World had either been wiped out, like the Uchiha and Uzumaki, or had dwindled to just a few members, like the Senju. So rounding up shinobi from these clans for experiments would be inefficient and unlike Shinji's usual methods.
Instead, they decided to experiment on prisoners, transplanting into their bodies cells from the Uchiha, Senju, and Uzumaki, which carried Otsutsuki genes.
