And if any country violated the agreement, the promises made by the Silver Moon Empire would immediately become void, and the possibility that it would impose harsh sanctions on Earth could not be ruled out.
So if any country showed an intention to tear up the agreement, the first ones to sanction it would not be the Silver Moon Empire, but the other countries on the same planet that had no desire to see the Silver Moon Empire's armies mass at their borders.
Through this meeting, they also came to understand several things—
First, the alien civilization that had already visited Earth several times was called the Silver Moon Empire. It seemed to operate under a monarchical dictatorship. Although research had already proven that an organization's strength had nothing to do with whether it was democratic, this still left many national leaders astonished.
In fact, a "monarchical dictatorship" did not necessarily mean that the entire country was ruled by one person alone. Compared with a democratic system, however, its authority, glory, will, and so on were at least far more concentrated, making it relatively harder to deal with.
Second, the Silver Moon Empire had no plans to incorporate Earth into its territory for the time being. Otherwise, it would have acted long ago. Judging from the technology that allowed it to cross such a vast distance, Earth would have had absolutely no power to resist it.
The reason they said "for the time being," however, was that it had already established its own bases on Earth and sunk deep roots here. This left many national leaders unable to imagine when exactly they had arrived on Earth. At the same time, this also showed that the Silver Moon Empire must have some designs on Earth.
