As soon as Shane shouted, the sinister green wind finally stopped. It streamed out through the shattered doorway of the House of Mystery and finally revealed its true form in the endless void.
It was a corporeal being in a green hood, his face as pale as a corpse.

This being was far more than merely closely connected to the mortal world.
He also embodied God's wrath at the corruption of humanity. The original comics had shown God directly guiding the unconscious, bewildered Spectre on several occasions.
In terms of his role, he was somewhat like Marvel's Ghost Rider.
