At the Mizukage's Office, Genji proposed launching the harvest plan immediately. Now was the best time.
Konoha and Kumogakure, the two strongest villages, had both been badly battered by the war. The Fourth Raikage and the Eight-Tails Jinchūriki had been killed, and the succession to the Raikage's position would inevitably cause turmoil for a while.
Konoha was in no better shape. This time, they had also killed the Sannin and a Mangekyo Uchiha, greatly weakening their top fighters.
Sunagakure and Iwagakure had only ended their war last year. Both had continued fighting Konoha for another two years, suffering heavy losses as well. They were now licking their wounds.
This was the perfect time to make their move!
"Why don't we just use Tailed Beast Bombs to blast all Four Great Shinobi Villages to pieces?"
Mei Terumi was puzzled. Their side had five Tailed Beasts under its control. If they wiped out the Four Great Shinobi Villages, wouldn't the rest of the continent be theirs to do with as they pleased?
"I asked them. They said they wouldn't interfere in human wars."
Tamura Hiroshi shrugged. Of course he had considered sweeping everything away with the Tailed Beasts, but unfortunately, the Nine-Tails and the others hadn't agreed.
He didn't know whether that was the Tailed Beasts' own decision or whether that entity had influenced them.
"What about the Chakra Cannon?"
Mei Terumi still wasn't ready to give up. The Chakra Cannon they had developed was powerful, too.
"Don't be so brutal. The Ninja World's strength isn't concentrated entirely in the Four Great Shinobi Villages. We need them to gather everyone together. Then we can use that ultimate weapon to wipe them all out at once."
Tamura Hiroshi revealed his true intentions. The Four Great Shinobi
