In the Raikage Building, Tamura Hiroshi studied the intelligence from the various frontlines, especially the one between Sunagakure and Konoha. At last, he saw the appearance of Human Puppets.
Back then, they had packed up all the corpses of the Konoha shinobi led by Lord Danzo and sent them to Sunagakure. There had even been several surviving captives, including the Son of the Hokage.
Yet after sending them over, they had never received any related intelligence. They had assumed Sunagakure still had some principles and did not intend to use the corpses. Who would have thought that they would suddenly put them to use, catching the Konoha shinobi there off guard?
The shinobi of the Shimura and Sarutobi clans were especially devastated. The Sunagakure army had broken through their defenses and nearly reduced Kikyō Mountain Castle to ruins, suffering heavy losses.

Dodai offered a reminder. It was not that Sunagakure had any sense of honor or a bottom line. Human Puppets were simply difficult to create, especially with the leaders of Sunagakure's Puppet Master lineage, the siblings Chiyo and Ebizo, both half-crippled. Making them was even harder under those circumstances, which was why it had taken until now.
Those corpses held extraordinary significance for the members of the Sarutobi and Shimura clans. The tactic would only work the first time. If they failed to break through the defensive line on the first attempt, the second would only enrage the shinobi of both clans.
