The New Arrival
While everyone secretly glanced at him, Li Bai stared at the unfamiliar thermoses.
Also, the seat next to Qiao Shangyang was empty.
That was highly unusual!
He didn't think it was a coincidence at all.
"Second, the new director of Psychiatry is Dr. Wei Lin, an attending physician from Guangji Hospital in Gusu City, Jianghuai Province. He holds a doctorate in mental health. Let's welcome him."
The deputy head of the Administrative Department was the first to applaud. A middle-aged man wearing black-rimmed glasses walked in.

The applause did ring out, but it was sparse, and more than a few people sounded reluctant.
Most of the doctors and nurses in Psychiatry had assumed the new department director would be chosen from among their own ranks. Li Bai, with his impressive education and experience, had seemed the most likely candidate.
They had never imagined the position would go to an outsider.
The newcomer had an even more impressive background. Just coming from Guangji Hospital in Gusu City made him a formidable outsider, and his doctorate put him far ahead of Li Bai, who had only a master's degree. He'd taken the department director's position, and nobody could find fault with the decision.
At hospitals, seniority mattered most when it came to promotions. Experience and academic credentials were both essential. At a municipal public psychiatric hospital like Seventh People's Hospital, it was almost impossible for someone with only a bachelor's degree to elbow past a crowd of high achievers and climb straight to the top.
Even with the ability to do the job, you still had to earn the qualifications before you could win everyone's approval.
