Great Dean Zhou deliberately picked a fight with Li Bai, thinking the kid didn't like him joining the Anti-Feudal Superstition Association.
Actually, thinking about it, that made sense. The association was full of old men who outranked the young Li Bai. Apart from the secretary, Su Qiwen, he was the only one without a leadership position. Everyone else was a leader.
Who would like having a whole pack of bosses breathing down their neck?

The Huxi City Anti-Feudal Superstition Association didn't have much funding to begin with, so it barely held any events throughout the year.
With a bunch of bored old men and Li Bai, the association had done little of substance since it was founded, but it had caused plenty of trouble. If the city leaders allocated it any more funding, how would they ever get any peace?

The association's secretary, Su Qiwen, was President Wang Ping'an's niece and only worked part-time. She didn't get a single cent in wages. Her regular job already kept her insanely busy, and word was that she'd recently started dating someone. Qiwen Little Fairy had officially been spoken for.
She'd probably be going with her boyfriend to meet his mother—the Holy Empress Dowager—over the New Year. She could barely keep up with her own affairs, let alone organize anything for the Anti-Feudal Superstition Association.
