They didn't send every last officer, but at least a fifth of their forces were there. They'd even dispatched a police helicopter to assess the situation. The moment its crew saw the swarms of gangsters on the ground and dozens of vehicles, they were alarmed and immediately called for backup.
The second wave of police was already on the way. This time, they really were sending everyone.
