To completely eliminate someone as tough as Ato, a Quasi-Third Generation demon, he'd have to either wear him down with Dizang Realm Divine Power or use Sumali's Silver Blade Flying Dagger for a precise assassination.
The former would take time. The latter might expose his lack of stronger burst damage.
As long as Morgana was frightened enough to flee, the elaborate performance he had staged could end perfectly.
