"So you want us to trust your whole approach completely and hide out here?"

Sure enough, Steve's instinctive distrust of the government was acting up again. Harry didn't blame him, though. Any veteran who had come through World War II would think he was dreaming when he saw the state of the modern world—regardless of which side he had been on.

But the world now was vastly different from even a year ago. Society was undergoing drastic changes, changes Steve had yet to notice and that Harry hoped he would see.

Captain America didn't trust the United States government, and that distrust had extended to every official institution. Even with Harry assuring him and demonstrating that he had a way to deal with the Skrulls, Steve still felt that if they simply let go, the authorities would surely pull something underhanded.
