The other side had powerful backing. Executing him outright might not have been wise.

Most Sakaarians liked this kind of absolute freedom, but An Mo knew that even if he did nothing, order would still emerge from lawless land. Since that was the case, why couldn't the one establishing it be him?
No one knew what he had promised them, but several of the most influential local powerholders
