The weapon Harry sent Frank was the Kree treasure, the "Universal Weapon," seized from Ronan.
It was an incredibly powerful hammer. Because it had borne the Power Stone, many of its functions—such as creating ultra-low temperatures, generating force fields, controlling energy, and absorbing energy—had failed, turning it into nothing more than a somewhat sturdy hammer.
But the weapon was merely damaged, not beyond repair. As it happened, the finest craftsmen in the universe were now under his command. The next task he gave the dwarves was to repair that hammer.
The dwarves did not disappoint. They easily repaired the hammer and, incidentally, unlocked several special locks on it, making it a weapon exclusive to Osborn.
In the comics, Ronan had used this thing to smash Ebony Maw's head apart.
The footage from the combat recorder also proved that Harry had chosen the right man. Frank cleanly smashed the monster's head to pieces.
