After the Supreme Intelligence fell dormant, the many fronts had sunk into a quagmire. They wanted to find a new path of development, one that no longer required militarism and wars of aggression.
Yet the Empire had always relied on the Supreme Intelligence for administrative coordination. It could be said that the entire Empire had been under its control. Once it fell asleep, their vast territory became a burden instead.
Outer space was simply too vast. The Supreme Intelligence's consciousnesses in different places could not deceive themselves, so its efficiency had been high.
But now, similar things could easily happen between Colonies separated by thousands of light-years.
Across such immense distances, Colonial administrators could easily alter the data in the network for one reason or another, causing problems with overall planning and decision-making.
Even if those Colonies were completely loyal, insufficient competence could still cause the central government to receive inaccurate information.
Taking a step further, even if those Colonies were loyal and capable enough, trust between the central and local governments could never reach one hundred percent.
