Back in the era before Roger became the Pirate King, over twenty years ago, the Shichibukai system was established to curb the increasingly rampant pirate activity on the seas. One of the first Shichibukai was the current national hero of Alabasta, the Logia Sand-Sand Fruit user, known by the epithets "Desert Crocodile" and "Sir. Crocodile."
After failing in his challenge against Whitebeard, Crocodile sought power to defeat him. Following clues, he went to Alabasta to scheme for Pluton. He accepted the government's summons, became a Shichibukai, and used that as cover to establish the Baroque secret society.
With a Shichibukai as a backer, even if it couldn't operate openly, Baroque Works still developed at a terrifying pace.
Until then, their main activities had been assassinations and arms deals. They never deliberately helped pirates or interfered in national affairs, dutifully playing their role as members of the Dark World, with profit as their goal.

Those were the words of General Fred of the Flower Capital, the Queen's eldest nephew, who held military power. After careful consideration, Garp held back his impulse and returned the way he came.
His mistake was that his movements were exposed, preventing him from contacting the Queen first.
If the Queen had expressed welcome, the mission would have been as good as done, and it wouldn't have fallen to Ron at all. Similarly, as long as someone from the Flower Capital expressed unwelcome, Garp had to bow to World Government regulations.

There were already nine people living in this dorm. "Find another spot"—where was he supposed to go? Ron quietly turned his head and looked at the others...
"What are you looking at?! You wanna fight?"
"There's no place for you here. Get the hell out!"
"That's right! Get out!"
Since Ron had defeated Shuzuo only a few hours ago, none of the new recruits had any way of knowing about it. Relying on their seniority as veterans, they started making a ruckus, eager to see Ron flustered and at a loss.
But to their disappointment, Ron remained completely calm, as still as an ancient well. Forget flustered—he didn't even show the slightest hint of tension!
After a moment of noisy self-amusement, the others gradually sensed something off and slowly quieted down.

A sky-blue lightning python coiled across his body, slowly winding around, its head poking out from behind Ron's shoulder, glaring fiercely at the others. Zoro, who had just climbed down from his bunk, stared at him in shock, his lips trembling. "A... a Logia Devil Fruit?!"

With a cold snort, Ron lifted his right foot and stomped hard! Under the terrified gazes of the new recruits, the lightning python surged into the ground, splitting into countless arm-thick serpents that spread in all directions.
