The surging seawater tossed the Merry from side to side. It repeatedly tilted past thirty degrees, yet Nami relied on her understanding of the ocean to control the helm and restore its balance.

At that moment, Zoro shouted from the lookout.
As if by telepathy, Nami sharply spun the helm, sending the Merry carving a slanted trail of white spray across the sea. The next second, an earthshaking roar erupted from one side of the stern. The resulting wind pressure was like a tangible hammer, leaving everyone in agony.

Other than the first shot, the next three Railgun blasts had all missed the Merry.
No one present understood the ocean better than she did. Every time the enemy fired, it was precisely when the Merry was about to ride a wave and be lifted by the seawater.
In other words, the position they aimed at was always several meters lower than the Merry.
With the Electromagnetic Cannon's firing speed, the cannonball would have already flown past before they dropped back to sea level.
