After the daimyo of every country and the shadows of the ninja villages discussed the matter, they finally reached a consensus.

The entire Ninja World was unified into a single nation, whose official name was "Shinobi." The various countries would no longer call themselves countries, but would instead be divided into regions, with the Five Great Nations divided into five major regions.

The Land of Wind became Sand Continent, the Land of Water became River Continent, the Land of Earth became Earth Continent, the Land of Fire became Marsh Continent, and the Land of Lightning became Mountain Continent. The remaining minor countries were combined into three continents: Forest Continent, Harmony Continent, and Cool Continent!

The nation of "Shinobi" appointed Nagato Uzumaki as its first daimyo. Beneath the daimyo was the Elder Council. The daimyo of the Five Great Nations would serve as the governors of their respective regions while also becoming permanent executive elders of the Elder Council. Three additional executive elders would later be appointed, with the governors of the other three continents serving concurrently.

All the ninja villages in each region were abolished. The nation established a Military Department, with the shadows of the five ninja villages serving as its generals. Aside from retaining the troops necessary to maintain daily operations in their respective regions, all military power was returned to the nation...
