Liu Zhikang is Country Z's sole National Power Level Hunter and one of the seven recognized National Power Levels worldwide. A Seven-star Hunter with over twenty-three years of combat experience, he had fought nearly every National Power Level expert and considered only Andre consistently capable of suppressing him.
