The Black Pearl had always maintained a certain distance from the island. It was neither far enough for the pirates on the island to tolerate, nor close enough for them to harass at will.
If an outside ship wanted to cause trouble for the Black Pearl, entering that range would also put the island pirates at risk. Naturally, they could not just watch another ship approach the island that closely.
