People often had no idea how many consequences would follow from a single decision. The country that started the war had simply wanted to seize its neighbor's resources, using the excuse that "someone had deliberately sent Cannibal Evolvers into our country" to justify an invasion. Starting a war was easy enough. What they hadn't expected was that, cornered on all sides, their neighbor would retaliate with everything it had, using Cannibal Evolvers to attack the invading country's military and injecting Evolver blood into its important figures.
Not everyone who began to evolve succeeded. This was especially true of artificially created Evolvers: they might die of illness, or they might regress into Aliens.
The fighting between the two countries spread to their neighbors. Some Evolvers and people who had turned into Aliens were completely uncontrollable. Gradually, more and more factions joined the war. Then the processed meat scandal erupted, drawing several major powers into the conflict and dragging them in deeper and deeper. No one knew where the rumor had come from, but people began saying that a certain country was secretly raising an Alien army.
This rumor left the major powers in District 017 on edge. At the first sign of anything suspicious, countries would join forces and conduct forced searches.
But these joint operations didn't last long. A real horde of Aliens arrived.
These weren't Aliens regressed from short-lived Evolvers. They were genuine Aliens, no different from those in the game. They moved swiftly, were powerful, and attacked any living thing without restraint. They had enormous appetites and a degree of instinctive intelligence. After attacking a city, they would usually head for the next one, stopping briefly to rest somewhere secluded along the way. They never stayed in any one city for long.
