The woman's story was all over the place, but the female Player understood. Simply put, after she'd been taken, she'd been lucky enough to be rescued by a Player passing by.
Members of the Special Defense Department could communicate with one another. If the person had been one of their own, he would have sent out a warning immediately. Since he hadn't, he probably wasn't an insider.
