Most sub-districts in the game took an ambiguous stance toward cannibal players. Cannibal players hadn't appeared only at the beginning of a sub-district's Evolution. Aside from their huge numbers, cannibal players could still emerge among those who evolved later. Wiping them all out would inevitably provoke a backlash, and there was no way to kill them all anyway. For the sake of stability in the country and the sub-district, the authorities turned a blind eye.

Besides, although cannibal players weren't well regarded, not all of them had fallen into depravity because they couldn't control their Gluttony Urge. Quite a few had become cannibal players without knowing it, or had been forced into it after being persecuted. Some of them wanted to obey the law and were willing to cooperate with the government. What's more, cannibal players were a fighting force in their own right, and they could be useful in many situations.

So different sub-districts had different policies toward cannibal players. The basic principle was that as long as they didn't cause trouble in the sub-district, the government wouldn't openly target them. Extremes like District 011's intense hatred were rare.

"I don't believe they'd feel that way if one of their own became a cannibal player," a Player remarked with a hint of sarcasm.

"Young man, don't be so absolute." An older man dressed in District 011's local attire said, "I may be from another district, but I've lived here for over twenty years. If you're asking how District 011 treats its own cannibal players, they're even harsher on them than on cannibal players
