The Herta family's assets had all been transferred over during this time. But with only Mr. Dong at Rose Castle, and many of the Hertas' assets originally managed by members of their own family, a number of important positions had been left vacant and needed to be filled.
Besides, even though the Hertas had left, some of the complicated relationships they'd built up weren't so easy to deal with. They still needed people from the district to handle matters.
After Hua Han took Xu Huo away, no one in District 011 dared to say a word. He'd only instructed them to have the Herta family hand over its assets and hadn't said anything else, so no one dared disturb them. All they could do was wait for a "signal" from Rose Castle.
