Lou Fei and the others were bewildered, unsure what he meant. Had he cleared the dungeon or not? If he had, why wasn't he leaving?

Xu Huo was in a good mood. He summoned the surviving governors and borrowed the tables they had set up outside the Castle to discuss how to handle the Twelve Main Cities.
The governors and some of the core players from four main cities had been killed. Those who remained no longer had the strength to compete with the other main cities, so many of them preferred to leave. They simply didn't know how many people the apparatus could send away, and they didn't dare ask Xu Huo directly...
Xu Huo wasn't in the mood to indulge their concerns. He directly summoned the allied army and the players from the other four stranded cities, then handed Treeheart City and Red Carpet City, which were closer to the allied army and the Seven Cities, over to them. The original players of those two cities could move out immediately.
He left the distribution of the other two cities to Lou Fei and the others. He didn't care how they arranged it, but they had to abide by the laws he had previously laid out.
Apart from the rules that governors could not leave the cities they governed, had to be replaced every two years, and could not govern again within six years, everyone who had ever been elected governor had to implement the laws.
The main cities and the allied army could not openly declare war on each other, and human experimentation was forbidden
