Admiral Conneris was indeed a very busy man.
As a technocratic commander, when he led the main fleet to New Lushun, he discovered that the Commonwealth's largest spaceport on the New World couldn't even berth or repair dreadnoughts. He immediately waved a hand, called in favors with his contacts in the capital, and arranged to double the size of New Lushun's orbital starport. It would have at least ten berths for dreadnoughts or battlecruisers, as well as a repair facility.
In front of one of the garrison officers at New Lushun, Admiral Conneris remarked, "I've heard that Major General Yang Xiyi has been carrying out a very thorough defense construction plan on the New World. Now I see just how farsighted it is! That's Yang Xiyi for you! Still, we are lacking some large-scale permanent fortifications. That must be because of budget constraints, right? But don't worry. Now that I'm here, no one on the New World will have to worry about money!"
To be fair, General Conneris was an eloquent speaker. Though he looked rather bookish, his sweeping promises were quite persuasive. He had also given Yang Xiyi plenty of credit. Yang Xiyi's old subordinates at New Lushun immediately decided that their new commander was a man of principle, someone they could work with.
In short, under General Conneris's direction, the main fleet had yet to move on when the engineering ships arrived and got to work building at full speed.
No one knew whether these large dry docks and repair platforms would still be useful once the expedition was over. But at the very least, the soldiers were happy to see more large permanent structures appearing in orbit.
In addition, though Commander Conneris was at New Lushun, he also had to oversee the joint ground-force exercises at New
