What did it mean to have tens of millions of people enter Xiang City?

This was different from Che grabbing an entire civilization and tossing it into Xiang City. For example, the Stone Monster civilization had been completely unprepared at first. Even when they later used Thousand Forms Night Attack, it was long after they had entered the city. By then, many of the civilization's creatures had died, making it impossible to coordinate them.
Besides, saying that an entire civilization had entered Xiang City was really just a figure of speech. There was no way to fit an entire civilization inside, or Xiang City would have been filled to the brim long ago. At most, it could hold a million or so creatures from a civilization.
