The ultimate goal would not be for Lilim herself to be worshipped. That was merely a tool and a means. The ultimate goal was to make the Demi-humans submit, after which reforms could be carried out with sweeping force. They would benefit; only those unwilling to change would be hurt.
Those who benefited would gradually have plenty of clothes to wear, build better houses, and obtain more material goods.
The only ones hurt would be the Conservatives.
