"Who built Arkham Asylum?"
Batman thought about the question and was instantly startled.
In Gotham, every building was a project, and every plot of land was a development project. And if it was a project, it was meant to make money.

So Batman immediately moved to take down Bane, then called Commissioner Gordon.
Bane didn't have any New Drug in his system, so he was no match
