If you wanted to submit an individual or group project, you had to get approval from the Student Council first.
This was also to prevent anyone from coming up with something embarrassing that would lower the school's reputation.
As soon as these two options for the Cultural Festival were announced, quite a few students were intrigued.
The individual option in particular was a legitimate way to make money. As for the startup costs, those were easy enough to handle.
They were all students in the same class. Even if one person didn't have enough money, they could just pool their funds as a team.
Besides, each group could have up to ten people.
After school, the students didn't immediately discuss the Cultural Festival. Instead, they first headed to the Gymnasium, since today was the day the new Student Council President took office.

Nagumo's resignation had not been made public, so they still had to follow the formal procedure. As the outgoing Student Council President, Nagumo had to speak first.
Some students were puzzled, but they didn't ask too many questions. After all, the Student Council usually changed hands in October.
