Twenty-seven Unicorn Iron Rhinoceroses were drinking and foraging. Their rock-like hides and sharp, curved horn all proclaimed that they were not to be trifled with. Normally, stepping into the threshold of Laws required reaching at least the seventh level on the path of Domains. But this was not absolute. Some people could initially step into the threshold at the fifth or sixth level, while others, even after reaching the ninth level, could only vaguely sense it and still could not comprehend it.

Race could also affect this.
