Under the Northern Wanderers' assault, the Green Tooth Peak Legion and the Tobicia Legion did not collapse at the first blow, but they quickly fell into disarray.

At this point, the Northern Wanderers could basically declare the Demacian Imperial Capital fully occupied.

However, Luxanna knew that military occupation was only the beginning. By comparison, the more important question was how to bring the Imperial Capital under a new order.

The Demacian Imperial Capital was a city, and occupying and planning a city was entirely different from doing so in the vast countryside.

Moreover, as Demacia's capital, its largest city, its third-largest port, and the traditional political, economic, and cultural center of Demacia, the Demacian Imperial Capital was unlike every city the Northern Wanderers had occupied along the way.

Elsewhere, once the Northern Wanderers began putting nobles on trial and distributing land, they quickly won the support of the local people. In cities, however, most residents could not farm, so redistribution focused on noble estates.

Most noble estates were taken over by the government, while a small portion were broken up and distributed to the people who worked in those industries.
