Changing people's way of thinking was no easy task. Turning Demacia into New Demacia was something that couldn't be accomplished in just a few years, but as Jarvan IV had judged, Lux was full of confidence.

As long as they continued to publicly try local lords and redistribute land, Demacian farmers who received land would surely support the New Order, even if they didn't understand the historical significance of what Lux said or know anything about the balance between responsibility and power.

Demacia City might be prosperous, with every trade flourishing, but across Demacia as a whole, agriculture remained the main economic activity. Most Demacians were farmers. With their support, Lux would have the chance to gradually carry out the reforms that came next.

Whether it was developing education or applying magic to production and daily life, both required a relatively stable environment.

Nobles who had lost their private armies had long since lost the ability to cause trouble. And once their land was redistributed, they had lost their economic foundation as well. Even if they wanted to stir things up, they had no basis for doing so.

It might have seemed that Lux had spared them a complete physical purge, but the old nobility would still quickly become rootless duckweed, with no chance of stirring up trouble again.
