The two women wore long dresses, one white and one red. They were not from Nanyan Prefecture, but from neighboring Wuan Prefecture: the Divine Talisman Sect.
After the Black Tide erupted, the Divine Palace Sect, a major sect in Great Yan's North Cold Prefecture, had its living space squeezed away. It migrated all the way to Wuan Prefecture, where it eventually settled and became the strongest sect in the region. Like the Dao Sect, it was chiefly responsible for Wuan Prefecture's safety.
The two women had come to the Qingqiu Mountain front in the name of the Divine Talisman Sect. They meant to support the Dao Sect, but more importantly, they served as a bridge between the two sects and hoped to gather intelligence on Nanyan Prefecture.
The Dao Sect was well aware of this, but had not exposed their relationship, because it had made similar arrangements in Wuan Prefecture.
