In the Black Dragon World, there were two ways to register one's own Mana Charger.

The second was to wait until a resident of the Black Dragon World turned fourteen, which was considered adulthood there. During the coming-of-age ceremony, "civilian-type" Mana Chargers would be distributed in batches.
In the Black Dragon World, the Mana Charger was a convenient thing. Most of the energy needed in daily life could be provided by the Mana Charger. Even its Mana Flow could be used as currency. When going out to eat, consume, or shop, one could settle the bill with Mana Flow.
