Small Council and Standing Council

King’s Landing is the seat of the Small Council, where royal policy, military affairs, appointments, taxation, and territorial expansion are debated. Daeren later establishes a standing council alongside it, adding offices including the Master of the Royal Household, Lord Commander of the Kingsguard, Minister of Works, and Commander of the City Guard. 160 161

City Watch

The City Watch, commonly called the Gold Cloaks, is King’s Landing’s royal-funded armed force. Its golden cloaks, standardized armor, short swords, and clubs trace back to earlier reforms attributed to Prince Daemon Targaryen. 23

Major Arcs

Daeren’s Purge

Daeren launches a night-time purge of King’s Landing’s criminal underworld through the Gold Cloaks. Raids strike residences, casinos, brothels, underground boxing rings, and other criminal establishments; resisting criminals are executed, while children found in the fighting rings are separated for later judgment. 38

The campaign covers roughly a third of the city, beginning from the City Watch barracks and spreading through Shoemaker’s Square and Silk Street. More than 870 prisoners remain in custody after the initial arrests, overwhelming the Red Keep’s dungeons. 38 45

Flea Bottom is deliberately excluded from the first operation because Daeren views it as a refuge for people driven to desperation rather than a district that can be indiscriminately purged. 38

Lannister Occupation Crisis

While Daeren is absent, Tywin Lannister brings a Lannister army into King’s Landing through the Dragon Gate and places Aerys II under house arrest. The city’s populace is frightened by the arrival of the gold-and-crimson army, while the Kingsguard are unable to force its withdrawal. 100

Daeren returns on Corax, enters the Red Keep, and directly challenges Tywin over who authorized the Lannister army’s entry into the city. 101

Royalist Victory Celebrations

Following the pacification of the Stormlands, Daeren returns through King’s Gate to crowds of cheering commoners. The celebrations reflect the city’s growing support for him and the importance of stable food supply routes from the Riverlands and Reach. 131

After the Riverlands are pacified and the royalists advance into the Vale, Aerys holds a grand banquet in King’s Landing to celebrate the victories. 153

Rectification of the Capital

Daeren’s reform program treats overcrowding, sanitation, unemployment, and uncontrolled migration as threats to royal power. The plan combines forced administrative registration with resettlement, public works, land reclamation, new towns, and increased policing. 161 191 230

The changes provoke public anger at first. Minister of Justice Stanton is attacked in public, while new gate taxes and travel permits nearly trigger a riot. The reforms eventually stabilize as relocated residents receive land and new towns begin supporting themselves. 230 232

Return from Lys

Daeren’s return from the Lys summit is marked by a grand reception at Mud Gate. Two great dragons fly over the city and land at the Dragonpit, while residents celebrate the Iron Throne’s victory and continued grain stability. 300
