The power levels of civilizations were divided according to the Law Weapons they had mastered!

In prehistoric times, during its protracted war against the Blood-Derived Civilization of Night's Veil Land, the Gulan Civilization gradually fell into a disadvantage. The root cause was that, while learning about a civilization deep within the continent, the Blood-Derived Civilization had discovered a technique for gathering faith to form Law God Bodies and obtain Law Power.

As a result, the Blood-Derived Civilization gradually evolved into a Level Two Temple Civilization.

The Gulan Civilization, however, remained merely a Level One Civilization.

Even though this Level One Civilization was still growing, its growth was only quantitative. Its understanding of Law remained primitive and backward: by expending vast amounts of energy, it extracted and wielded the most superficial Law Power from certain magic-guiding substances containing trace amounts of it.

Compared with using massive quantities of low-grade energy to wield the inferior, impure Law Power of certain magic-guiding substances, the Law Weapons mastered by a Level Two Temple Civilization were undoubtedly far more convenient, swift, pure, and exalted.

With the power of faith focused by billions of believers, a Level Two Civilization could elevate certain people into Law Weapons, shaping each one into a free-moving, humanlike form. These were what people called Gods.

However, these Law Weapons also had fatal flaws.

First, they were restricted by geography. They could not leave the range of the flood of faith, which meant that wars between civilizations of the same level could only be fought through an arduous struggle of faith infiltration.

Second, as they continually absorbed the power of faith, the Gods' souls would be steadily eroded and infiltrated. Over time, they would gradually fall from supposedly higher beings into true Law Weapons: mindless accumulations of Law energy.
