Law Power is not interchangeable with sentient phenomena. When Xixi Li encounters an apparently self-aware entity, she objects that laws are objective rules; the entity explicitly denies being Law Power 901.

Power Progression

The scholarly system distinguishes initial mastery from substantive mastery. Later descriptions identify a further state in which Law Power becomes a self-generated source 627 1047.

Gods gather the faith and worship of souls to obtain Law Power. Gauss Adolf considers their control method primitive and inefficient, but their enormous faith base supplies enough power to compensate 337.

• Gods can strengthen themselves through faith even when their underlying natural laws are relatively low-grade 512.
• Level 2 Temple civilizations concentrate believers' psychic power to transform individuals into mobile, humanoid law weapons—the beings called deities 466.

Apostles and Delegated Authority

Apostles summon a share of their god's Law Power rather than necessarily mastering an independent law 535 545.

• At the Divine Messenger level, the relationship becomes a contractual partnership. The allotted share is difficult to alter unless the apostle dies or voluntarily relinquishes authority 535.
• Granting a large share aids the spread of faith but risks an ambitious apostle attempting to usurp the god 535.
