This was the difference in growth potential. The Skeleton Warrior's template was even inferior to that of an ordinary monster, so a growth rate of three ones was only to be expected.
As for the enhancement bonus effect Bai Xiaowen had been prompted to choose, it was an additional reward and did not affect the summoned creatures' level-ups.
The Black Soul Stone had reached Level 2, stored 10 points of Soul Essence, and unlocked three enhancement options.
