Genie had always been clear about his role: sharing knowledge and offering ideas. If they thought they could use him as some kind of sucker, a wish-granting Doraemon, they were out of luck.
Not becoming an Evil God was already part of his "sustainable development" strategy.
Impure World Reincarnation summoned souls into the Shinobi World. Presumably, doing the reverse shouldn't be too difficult.
As for how to actually do it, that was up to Orochimaru.
Genie certainly couldn't do it himself. If he could, what would he need Orochimaru for?

Genie's decision to grant a wish by force as soon as he'd awakened had been suspicious.
Orochimaru guessed it had been a test of how the wish-granting system worked.
He could only assume that until Genie understood the cost of granting wishes and the returns he could get from fulfilling wishes like Hizashi's, he wouldn't try it again so readily.
Orochimaru didn't feel it was a shame. He had only acted so eager to test Genie and find out where his limits lay.
He was a pragmatist.
