London, England, Oxford Street Underground Mall.

Seeing Professor Flitwick hop onto it, Li Mu ignited a ball of flame at his fingertips.
The flames stretched in the air, forming words that detailed the content of the Unbreakable Vow he proposed.
After he made the Unbreakable Vow, he would let the Wizards in the warehouse go and promised that what Nicolas Flamel said was true. In return, Professor Flitwick needed to help him lure out Nicolas Flamel, and anyone who broke the vow would die.
"Let's begin!"
Professor Flitwick extended his right hand.
Li Mu clasped Professor Flitwick's right hand, and Lucius beside them immediately pointed his wand at their right hands.
"Master, do you promise that the matter of Nicolas Flamel starting a Nuclear War is true?"
Lucius asked.
"I promise."
Li Mu said.
Dazzling tongues of fire erupted from the wand, coiling around their right hands like red-hot metal wires.
"Master, do you promise to let Professor McGonagall and the other Rebels go after you make the Unbreakable Vow?"
Lucius asked again.
"I promise."
Li Mu said again.
A second tongue of fire appeared, forming a second metal-wire-like shackle.
"Professor Flitwick, do you promise to lure out Nicolas Flamel?"
Lucius asked finally.
"I promise."
Professor Flitwick said.
The last tongue of flame flashed, and three dazzling fire lines intertwined to form a chain that glowed red.
Seeing the Unbreakable Vow established, Professor Flitwick breathed a sigh of relief.
Li Mu also smiled. With Professor Flitwick's help, finding Nicolas Flamel would be much simpler.
He had considered using the Imperius Curse, but it might not be able to fool Nicolas Flamel.
As for the Unbreakable Vow, he had promised to let Professor McGonagall and the others go after the vow was made. However, if they ceased to exist before the vow was established, then he would naturally have no possibility of breaking the vow.
