Li Mu took them in batches of ten and immediately converted them into Spark Potions. Then he selected elites from the Ministry of Magic, the younger generation of the Pure-blood families in the British Magic World, and graduates of Hogwarts, and gave them Spark Potions and Spark Masks.

All the Wizards who received Spark Masks were given the name Phoenix Apostles.

Through Legilimency, Li Mu could learn all the Phoenix Apostles' thoughts.

With the Imperius Curse, he could directly control a Phoenix Apostle's mind in a pinch. Even when the curse wasn't controlling their minds outright, it subtly brainwashed them over time. Eventually, these small influences would add up, turning every one of them into his loyal follower.
