Frostfire City had finally settled down again after several days of travel.

He had chosen a landing site near Azkaban mainly because of the Wizards imprisoned inside and the Dementors guarding them.

He took out an inflatable boat and rowed toward Devil's Island, where Azkaban was located.

The British Ministry of Magic had cast a Muggle Repulsion Charm over Devil's Island. As soon as ordinary humans who were not Wizards approached, they would immediately recall some urgent matter and leave, then disregard the island as if they had never seen it at all.
