This was a powerful civilization that had already reached the pinnacle of the current single universe. Their primary objective of observation was what lay beyond that single universe.
Outside this universe, the Observer Civilization had even discovered other universes and other civilizations.
However, the Observer Civilization could not break free of the single universe. To that end, they gathered the strength of their entire civilization and created the Spacetime Source Core, which could control time and space.
They then selected certain civilizations and used the Spacetime Source Core's power to replicate parallel worlds of those civilizations.
In the end, they observed the development of those civilizations, providing experimental data for their future journeys into other parallel universes.
Strictly speaking, the Spacetime Source Core did not possess the ability to travel through time and space.
It merely possessed the ability to create parallel worlds. When Skynet and humanity in the future Terminator World supposedly traveled through time, they were actually only traveling from the future to parallel worlds on the past timeline.
