The Supreme Council was a meeting that only members of the Human Race who had reached Universe Venerable or higher could attend. It dealt with major matters concerning the Human Race and determined the future course of the race's development.

According to Venerable Tanshi, in the beginning, only Universe Venerables had attended the Supreme Council. He had been one of its founders. Back then, Universe Venerables had been the undisputed pillars of the race. Only later did Universe Masters gradually join and take the lead.
