Even if it did, those "layers" would constantly merge and split apart, with each change ending in chaos once more, forcing even the wisest sages to label them.

The environment of the Chaos Sea shaped the lives of its inhabitants.

Many things in the Chaos Sea originated from mindless, indistinct whirlpools of chaos.

Most of its inhabitants were Githzerai and Slaad.

The Slaad, a famously chaotic race of the Chaos Sea, were known to some spellcasters in most of the Material Plane. Some of them could even become legendary Slaad Sorcerers, capable of releasing a fungal toxin called Chaos Phage. If they ever spread it across the Material Plane, they could instantly create a terrifying disaster on par with an otherworldly biohazard crisis.

Few people knew, however, that in the eyes of certain powerful beings, even these two formidable races were nothing more than edible chunks of meat. For those beings, eating was merely a way to soothe the boredom of life in the chaotic Chaos Sea.

That creature was the Bachiz Devilfish, a powerful species that might have existed in the same era as dragons and giants.
