Rasa withdrew Sunagakure from Rōran and prepared Zaemon Mark II for a decisive war against Konohagakure after the New Year. Meanwhile, the Shogunate expanded its cooperation with Kirigakure, whose leaders approved reforms aimed at making the village worth returning to and fighting for.
