The Third Kazekage had no idea what vicious scheme Sarutobi Toru had devised. Right now, he was happily studying a map in the Kazekage's Office, discussing with several expert scholars and Sunagakure's higher-ups how to expand the Land of Wind's oases.
"Beneath Cloud Tower Oasis lies a vast underground water reserve. We can use Wood Release..." said the elderly scholar invited by the Kazekage, gesturing animatedly with an excited expression.
This scholar, over eighty years old, was an expert in combating wind and sand, and had also designed Sunagakure when the shinobi village was first established.
After arriving in Sunagakure and seeing Kinnara's Wood Release, his eyes immediately lit up, and he eagerly began designing a greening plan for the Land of Wind.
Hah. Once these plans succeed, the Land of Wind and the Land of Earth will become Konoha's little brothers. But as far as the two countries themselves are concerned, they won't really be losing out. Suddenly, Kinnara slowly narrowed his eyes.
"That direction... is that Rōran?"
At that moment, the elderly scholar had begun discussing a hidden city within the Land of Wind. More accurately, it was a country within a country in the Land of Wind.
