What surprised Sarutobi Toru was that strengthening White Zetsu Tobi did not go smoothly. Neither Wood Release cells nor infusing him with greater amounts of Chakra had much effect. White Zetsu Tobi had long since reached saturation in terms of Chakra absorption, while the Wood Release cells failed to enhance him at all.
